Apostille and Notary Certification Information
Apostilles and Notary Certifications are handled outside of TCNJ, through the State of New Jersey’s Department of the Treasury Division of Revenue and Enterprise Services (DORES). Please consult DORES’s website for instructional details. While this process takes place outside of TCNJ, we are happy to support our alumni as follows:
Shipment to DORES: If you are a new graduate or are ordering a replacement/duplicate diploma or certificate, OSGP can mail the diploma/certificate to DORES on your behalf. Please follow these steps:
a. Complete the form(s)/payment listed on the DORES website.
b. DORES requires that a pre-paid envelope be in included in the package so please set up a shipment to your desired address. Many students take advantage of discounted shipping rates available through OSGP’s shipping partner, eShipGlobal. You may also initiate a shipping label through another carrier, so long as you can share a copy of that label with OSGP (see below).
c. Email both the DORES order form and shipping label to osgp@tcnj.edu. OSGP will package your 1) new or replacement diploma or certificate (when available from the Office of Records & Registration) with your 2) DORES request form and 3) shipping label and will mail (via US Mail, no tracking available) to DORES. From there, the process rests with DORES.
IT Issues
Students having difficulty accessing their passwords and accounts (after following the steps in account lookup), must reach out to the IT Help Desk on campus at helpdesk@tcnj.edu. Students who have forgotten their username (the first part of your TCNJ email ie: xxxxx@tcnj.edu), different from PAWS ID, please contact osgp@tcnj.edu.
Live Text Fee
LiveText is an electronic portfolio and assessment system. The program is used in the School of Education for two purposes:
1. to submit your edTPA portfolio as required by the state to qualify for teaching certification, and
2. to gather data about student learning to maintain accreditation by the Council for the Accreditation of Educator Preparation (CAEP).
All matriculated students in the School of Education, including OSGP students, incur a one-time live text fee.
OSGP Peer Mentorship Program
Off-Site Graduate Programs (OSGP) is introducing a new initiative in 2021, a Peer Mentorship Program, for matriculated students who would like to become a mentor for new students to OSGP.
OSGP will pair an interested mentor (matriculated student) with a mentee (non-matriculated student). The mentor, in part, will provide additional support during the beginning of the mentee’s graduate program. The time commitment is determined by both the mentor and the mentee.
Matriculated students who wish to become mentors may express interest on their pre-registration forms (upon course pre-registration) or email osgp@tcnj.edu.
Order TCNJ Transcripts
Students may order official transcripts through the Office of Records and Registration. There are several different options.
To request transcript notarization, you must email the Transcript Office at trnscrpt@tcnj.edu after placing your transcript order (see link above).
TCNJ Systems (PAWS, Canvas, and TCNJ Email)
To access TCNJ systems (PAWS, Canvas, and TCNJ Email – Google Apps) go to today.tcnj.edu.
- PAWS is TCNJ’s electronic student database, where students can access grades, pay tuition, order transcripts, and apply for graduation. All students are assigned a PAWS ID after submitting either a Visiting Student Application or a graduate application for admissions to a Certificate or M.Ed. global program. - Canvas is a course management tool to post messages and upload class materials.
- TCNJ Email: TCNJ sends all official communication via email only, including your tuition invoice. If you don’t plan on using your TCNJ email account, it is very important that you permanently forward TCNJ emails to another email account. Please click here to learn how.
Transfer of Credits
A maximum of twelve graduate credits may be accepted pending approval. Transfer courses must be applicable to the student’s current program of study and have been completed at an institutionally accredited graduate institution within the last six years with a grade of B or higher.

Student Forms/Applications
Application for Admission (Matriculation and/or Reapply from Certificate Program to M.Ed.)
All students who plan on taking more than three graduate courses MUST apply for admissions before they reach the 9-credit threshold. Visiting students (non-matriculated students) will not be able to register for courses beyond the 9-credit threshold.
If you are not sure what your status is, you may view your academic program plan in PAWS (under the academic tab) or email our office at osgp@tcnj.edu.
Students who complete their Certificate program and who plan to continue with a M.Ed. in one of the following disciplines: Elementary, Secondary, Ed. Leadership, and ESL MUST reapply (no fee or additional supplementary materials) with The Office of Graduate Studies.
Certificate Application
Along with submitting a graduation application, candidates completing a Certificate MUST apply for the CQ. United States citizens have the additional option of applying on their own with the New Jersey Department of Education for the CE. (Matriculated Students Only)
Certificate of Qualification (CQ): Upon program completion, ALL STUDENTS may apply for a Certificate of Qualification. The CQ is issued to both U.S. citizens and non-citizens and verifies the completion of TCNJ’s teacher preparation program. Although the CQ is not a teaching license from the State of New Jersey, it is recognized by international schools and their accrediting agencies and allows candidates to teach within the international school community outside of the U.S.
Certificate of Eligibility (CE): Eligible U.S. citizens may apply directly to the New Jersey Department of Education for a Certificate of Eligibility
Please allow 4-6 weeks after your certificate is posted to receive your CQ or CE. A paper copy of the CQ is mailed to the student, while the CE is only available online through The New Jersey Department of Education Please visit Print My CE Certificate if you would like a physical copy of the CE.
Change of Program Form
Matriculated students interested in changing their academic program (i.e.: Secondary Education Certificate to Elementary Education Certificate) MUST complete a change of program form. Please consult your faculty advisor for advisement. Upon submission of the form, please allow 2-3 weeks for changes to reflect in PAWS.
Graduation Application
Candidates either completing an M.Ed. or a Certificate MUST apply for graduation. M.Ed. candidates incur a $100 graduation fee (the application fee is waived for Certificate candidates). Only matriculated students are eligible to apply for graduation.
Graduation applications are due in February. OSGP cannot guarantee diploma/TCNJ certificate will be available to the student during the graduation ceremony in Mallorca or Bangkok if the graduation application is received past the February deadline.
For other sites, diplomas and TCNJ Certificates will be mailed by the Office of Records and Registration to students 4-6 weeks after their degree or certificate is posted on their TCNJ transcripts. For more information on graduation please visit OSGP’s graduation information page.
Graduation Application Deadlines
- Spring, Summer, and Fall candidates MUST submit a graduation application in February of that year.
- Winter candidates MUST submit a graduation application in December.
Student Request Form for Notarization of Diploma and Certificate
Students looking to have their TCNJ documents certificates (TCNJ Certificate and CQ) notarized must complete this request form.
Students looking to have their diploma notarized, please complete this request form. (Note there is a $20 fee)
Students looking to have these documents express mailed to them must contact Off-Site Graduate Programs at osgp@tcnj.edu to let them know what documents you are looking to have expressed mailed (diploma, TCNJ Certificate, and/or CQ). Once our office receives these documents from the appropriate TCNJ offices, we will contact you by email and request that you go to this site, create an account, and create a shipping label.
